Damp, matted or contaminated insulation is removed and bagged. Attempting to treat around wet insulation leaves the moisture source for the deck in place.
Affected structural wood is cleaned and treated with appropriate products applied to the eligible surfaces, which is the standard approach for framing that is structurally sound.
The attic is dried, and the ventilation or leak condition that caused the growth is identified in writing so it can be corrected and the result holds.
Moisture content readings confirm the deck and framing are dry, with inspection findings documented.
Materials assessed
Removal is decided by material and by moisture reading, not by how the surface looks. Porous materials that have absorbed water are removed; non-porous and semi-porous materials are cleaned, treated and dried in place wherever that is appropriate.

Usually not. If the sheathing is structurally sound, it is cleaned and treated in place. Replacement comes into the discussion only where the decking has deteriorated or delaminated from long-term moisture exposure.
