Keeping indoor relative humidity in a controlled moderate range is the general principle. The practical target depends on indoor temperature and surface temperatures in the specific property, which is why it is set from measurements rather than from a single number.
It addresses the humidity. It does not remove colonised material, and it does not fix a ventilation or insulation deficiency. It is one part of a moisture control plan.
