Affected flooring, underlayment and adhesive residue are removed to expose the subfloor across the full wet area.
The exposed subfloor is cleaned and treated with an appropriate antimicrobial product.
Airflow and dehumidification dry the subfloor and, where required, the joist cavity below, which is often wetter than the subfloor itself.
Moisture content readings confirm the subfloor is at a dry standard before any replacement flooring is installed.
Materials assessed
Removal is decided by material and by moisture reading, not by how the surface looks. Porous materials that have absorbed water are removed; non-porous and semi-porous materials are cleaned, treated and dried in place wherever that is appropriate.

Sometimes, where it was caught early and drying starts promptly — cupping can relax as moisture equalises. Boards that have been saturated for an extended period, or that show growth at the edges and on the subfloor, are removed.
Not usually. Plywood and OSB subflooring can often be cleaned, treated and dried in place. Replacement is for sections that have delaminated or lost structural integrity.
Because a vapour-tight covering hides saturated underlayment and subfloor. The covering looking fine is exactly why the moisture underneath has not evaporated.
After drying verification confirms the subfloor matches unaffected material. Installing over a damp subfloor traps the moisture again and the new floor fails the same way.
